Article 6, the adoption of the 2025 Local Comprehensive Plan (LCP), passed after a lengthy discussion regarding the future character of Yarmouth. The plan serves as a 10-year roadmap for land use, housing, and environmental protection, following five years of drafting and public input.

Planning Board member Joanne Crowley described the plan as a vision to make Yarmouth a great place to live, work, play, and learn. Town Planner Kathy Williams emphasized that the LCP is a guide rather than a mandate for spending, noting it includes a housing production plan aimed at developing 62 affordable units annually. Residents raised concerns about the town's density and potential urban sprawl. Jerry O’Connell expressed fear that the town would become a Boston suburb, stating, I don't want to see Yarmouth slip away to become another Cambridge or another Needham.

Supporters, including Jim Sabin, reminded the meeting that the plan is a flexible tool. It's simply a roadmap, Sabin said. Despite concerns over growth and climate change impacts, the majority of voters approved the plan to serve as the town's official planning document.
